Position Description

EnCompass LLC seeks Learning Hub Logistics Officer candidates for a five-year awarded United States Agency for International Development (USAID) Monitoring, Evaluation, and Learning (MEL) Platform in Zambia. The Learning Hub Logistics Officer will support the management of the logistics and relationships for events and workshops on the USAID/Zambia MEL platform, ensuring effective collaboration, learning, and strategic communication with key stakeholders.

The USAID-Zambia MEL Platform will provide USAID/Zambia, implementing partners (IPs), and local country stakeholders with demand-driven performance monitoring and evaluation technical assistance, analytical services, and logistical support services to ultimately improve and ease Mission burden to engage, analyze and communicate the impact of USAID programming in Zambia.?The Learning Hub will host periodic IP “Meet and Greets” to foster inclusive collaboration and promote MEL Platform services. Through the Learning Hub USAID/Zambia will disseminate and mainstream data-driven evidence, expand CLA opportunities among USAID and its IPs, and enhance local engagement through an easily accessible, collaborative, and supportive environment that fosters innovation.

The position will be full-time and be based in Lusaka, Zambia with travel throughout the country. Only citizens and residents of Zambia will be considered.

Essential Functions

Position Duties and Responsibilities

  • Support the planning, coordination, and execution of events, workshops, and meetings within the USAID/Zambia MEL platform.
  • In close coordination with the Learning Hub and Logistics Manager, ensure that all logistical aspects, from venue selection to transportation and resource allocation, are meticulously managed to create a conducive environment for learning, collaboration, and data-driven decision-making.
  • Support all activities by helping to clarify objectives, assist in coordinating resources, and contribute to the establishment of feedback loops to adjust approaches as necessary under the guidance of the Learning Hub and Logistics Manager.
  • Assist the Learning Hub and Logistics Manager in engaging with and supporting stakeholders, including USAID/Zambia staff, implementing partners and government of Zambia stakeholders, by preparing materials, scheduling meetings, and facilitating communication under the Learning Hub and Logistics Manager’s guidance.
  • Support the implementation of collaboration, learning, and adapting (CLA) practices in daily activities. Assist in gathering feedback, participating in reflective sessions, and contributing to the adaptation of processes to improve the effectiveness and responsiveness of the Learning Hub operations.
  • Collaborate with the Events Specialist to ensure seamless coordination and execution of events at the Learning Hub. This includes assisting in the planning and logistical setup of events, sharing resources, and facilitating communication between all involved parties to align activities and ensure adherence to scheduled timelines and quality standards.
  • Oversee the maintenance and setup of the Learning Hub, ensuring that all spaces including meeting rooms and workstations are fully functional, equipped according to specifications, and accessible to people with disabilities.
  • Work closely with the IT Specialist to maintain and enhance the IT infrastructure of the Learning Hub. This includes regularly coordinating system checks, troubleshooting issues, and facilitating upgrades to ensure all technological resources are optimal for both in-person and virtual engagements.
  • Ensure that facilities are prepared for diverse and sometimes simultaneous meetings and that all events run smoothly.
  • Manage the allocation of resources such as office equipment and supplies, ensuring that daily operational needs are met. This involves coordination of the usage of meeting rooms and assignment of temporary duty (TDY) desk spaces.

Academic Qualifications

  • Bachelor’s degree and four (4) years’ experience in development, logistics, planning, event management, or a related field.

Experience And Skills

  • Four (4) years of demonstrated experience in event management and logistics coordination for international development or similar projects.
  • High level of organizational skill, attention to detail, and the ability to manage multiple tasks simultaneously in a dynamic environment required.
  • Ability to manage schedules, deadlines, and resource allocation efficiently required.
  • Experience in operating and troubleshooting a range of multimedia technology tools preferred.
  • Ability to develop and deliver educational and operational training to staff and stakeholder preferred.
  • Strong familiarity with USAID’s CLA practices preferred.
  • Ability to work with host-country governments at different levels.
  • Strong communication skills required.
  • Working knowledge of and experience with USG-funded program management, policies, regulations and procedures.
  • Previous work experience in Zambia preferred.
  • Familiarity with USAID/Zambia Mission is preferred.
  • Superior skills in written and verbal English required.
  • Proficiency in local language(s) greatly preferred.
