BACKGROUND

The Zambia Leading Organizational Capacity and Localization Development (USAID LOCAL) Activity is a five-year United States Agency for International Development (USAID) funded project. IntraHealth International (IntraHealth) is the prime implementing partner for the USAID LOCAL activity in Zambia. The goal of USAID LOCAL is to support the organizational capacity of current USAID/Zambia local implementing partners (LIPs) to manage, implement and monitor programs that effectively and efficiently deliver sustainable quality development outcomes and impact, and fully influence local development agendas. This goal is in line with USAID/Zambia’s focus of taking important steps toward meeting the Office of the US Global AIDS Coordinator’s directive to shift 70% of PEPFAR funding to LIPs.

Summary of the Monitoring Evaluation and Learning (MEL) Manager Role

USAID LOCAL is hiring an experienced Monitoring, Evaluation and Learning (MEL) Manager to be based in Lusaka, Zambia, who will report to the Chief of Party. The MEL Manager will be the lead country level technical expert responsible for providing leadership and oversight on all strategic information functions of the project, including project design, monitoring, evaluation, learning, analytics, and reporting of project performance and results. The MEL Manager will lead the project efforts to strengthen monitoring and evaluation, research, and performance reporting for the project as well as LIPs. This position will also be responsible for ensuring that the MEL capacity of LIPs improves by leading development and implementation of capacity strengthening plans for the LIPs.

Duties And Responsibilities

  • Develop, revise, and implement the MEL strategy, MEL Plan and framework as a means of ensuring program quality.
  • Provide technical assistance to the project local team performance monitoring, program evaluation, dissemination, and utilization of information for the project.
  • Together with the Senior US-based M&E Advisor, lead in the baseline organizational assessments for LIPs using the NUPAS Plus tool.
  • Develop a database from the assessments to track all assessment scores, along with a dashboard to track improvements across capacity domains and LIPs.
  • Provide targeted technical support to LIP’s staff capacity in M&E.
  • Support LIP’s in the design and implementation of M&E plans and monitoring implementation of their Strategic Plan and qualitative M&E framework for interventions as and where required.
  • Consolidate LIP monthly reports and quarterly feedback.
  • Conduct routine monitoring of the technical consultants by collecting weekly reports and ensure weekly check-in calls.
  • Document lessons learned from successes and challenges and ensure that the project uses these to improve performance and make adjustments to USAID LOCAL strategies and approaches.
  • Conduct semiannual LIP surveys to collect information as required by USAID and collect and document beneficiary feedback.
  • Carryout quarterly data analysis and performance reviews based on the NUPAS plus scores and progress reports for LIPs.
  • Ensure timely preparation and submission of project progress reports (monthly, quarterly, semi- and annual, and ad hoc reports) for sharing with stakeholders.
  • Support the development of technical briefing papers and other publications for innovations to draw lessons learned for sharing with relevant stakeholders.

Preferred Experience

  • A degree in public health, demography, epidemiology, monitoring and evaluation, biostatistics, statistics, analytics, or a related field with minimum of 10 years in relevant field.
  • A master’s degree in public health, demography, epidemiology, monitoring and evaluation, biostatistics, statistics, analytics, or a related field is an added advantage with minimum of 7 years in relevant field.
  • Progressive experience in project design and development, implementation, monitoring, evaluation and reporting, research, data quality, and managing complex data for performance-based programs (preferably funded by PEPFAR).
  • Demonstrated ability to be the senior technical specialist and as a senior subject matter expert in data analytics.
  • Demonstrated ability to perform robust data extraction from external and internal information systems.
  • Demonstrated ability to perform complex data quality analyses and make recommendations based on findings.
  • Familiarity with USAID rules and regulations regarding Monitoring, Evaluation and Learning.
  • Fluent in spoken English; working knowledge of a second language desired.
  • Computer literate in statistical packages including Microsoft applications (Word, Excel, Power point), STATA, SPSS, EPI Info, and CS Pro.
  • Excellent report writing and data analysis skills.
  • Skills and competencies in various research methods and project management.
  • Possess leadership, communication, interpersonal and management skills.
