The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.

The aim of the project “Strengthening Girls’ Rights! Reproductive Health and HIV prevention for young women and girls in Zambia” is to support state and civil society actors in their efforts for prevention of HIV, early pregnancy and gender-based violence among young women and girls in Zambia. Cooperation with local authorities, religious and traditional authorities, parents and local health facilities is of particular importance. The project seeks to make a sustainable contribution to good governance and the implementation of a feminist development policy in Zambia. The project is part of the priority area “Good Governance” / “Peaceful and inclusive societies” in Zambia.

In this context, the project is seeking a suitable candidate for the following position:

M&E and Quality Assurance Advisor – (based in Lusaka)

Main tasks and responsibilities

Monitoring and Evaluation:

  • Design and implement a results-based monitoring system that meets GIZ quality standards.
  • Support the implementation of any internal or external project evaluations as may be required by the commissioning party.
  • Support the implementation of the project’s communication and knowledge management strategy, including the compilation of lessons learned, case studies etc.
  • Provide advice and support to team members and partners with regard to the design and implementation of M&E systems as part of ongoing joint activities.
  • In collaboration with team members, facilitate exchange and collaboration with other GIZ programmes and Cooperating Partners to identify synergies and contribute to joint activities.

Reporting:

  • Prepare narrative reports to the commissioning party on an annual basis according to prescribed templates, timelines and quality assurance procedures.
  • Support the preparation of annual joint programme reports for the Good Governance focal area of the German Development Cooperation (technical and financial cooperation) in Zambia.

Overarching quality assurance:

  • According to GIZ guidelines and standards, support the project management in the preparation of prescribed products for ensuring high quality in the commission implementation cycle.
  • Ensure adherence of the project and team members to information security and protection of personal information requirements.

Other tasks:

  • Prepare Terms of References for and oversee short-term experts as may be required in the fulfilment of the above tasks.
  • Support the design, preparation and execution of any workshops, seminars or other events connected to the areas of responsibility, both individually and with other team members.
  • Cooperate with other GIZ programmes to identify synergies and contribute to joint activities.
  • The Technical Advisor also performs other duties and tasks at the request of project management.
  • General support to the team across other outputs, especially supporting cross-output linkages and joint work packages, as well as the integration of gender responsive and intersectional approaches.

Qualifications and Requirements:

  • Bachelor’s degree in M&E, Development Studies, Business or Public Administration, Public Policy, Economics, Sociology, Statistics or other related disciplines
  • Master’s will be an added advantage
  • Completed specialized short/Continuing Professional Development courses in M&E would be desirable.
  • Membership of the Zambia Monitoring and Evaluation Association is desirable.

Professional experience

  • At least 5 years’ experience in an international development organization and/or in the GRZ in a comparable position with traceable references
  • Work experience in the health and/or education sectors and/or governance sector or other related sectors would be desirable

Other knowledge and additional competences

  • Proven expertise in setting up and managing results-based M&E systems.
  • Proven track record of preparing donor reports.
  • Demonstrated strong organizational, planning and coordination skills.
  • Excellent verbal, writing and presentation skills in English.
  • Proficiency in Microsoft Word, Outlook, Excel, and PowerPoint.
  • Strong interpersonal skills and ability to work effectively in a multicultural and multidisciplinary team.
  • Reliable team-player, self-directed, proactive and able to work under pressure.

The successful candidate will be expected to start employment with GIZ, on a fixed term contract.
